The Francophone Community Immigration Pilot is a permanent residence pathway for skilled workers who want to work and settle in selected Francophone-minority communities outside Quebec. It combines community selection with federal eligibility and admissibility review.
Begin with a participating community
FCIP is limited to selected communities and their geographic boundaries. Communities identify priority sectors or occupations and designate employers. Review the community's official economic-development page as well as IRCC's federal rules before treating a vacancy as eligible.
Secure an eligible job offer and recommendation
A valid offer must come from a designated employer in the community and meet program rules. The community recommendation stage assesses local priorities and the candidate's connection or settlement plan. IRCC then decides the permanent residence application.
Prove French ability and other factors
Applicants must take an approved French test and meet the minimum NCLC level in all four abilities; the current federal eligibility pages provide the exact threshold. Qualifying work experience, education and settlement funds are also generally required, subject to listed exemptions.
Show real intent to settle
Research employment, housing, transportation, schools and French-language community services. The application should demonstrate a realistic plan to live in the recommending community. Keep the occupation, duties, language results, offer and community documents consistent.
