An Express Entry profile is an expression of interest, not a permanent residence application. An invitation to apply creates a time-limited opportunity to submit a complete electronic application, but it is still not an approval.
Stage 1: the profile
The profile contains self-declared information about identity, language, education, work history, family and other ranking factors. IRCC assesses whether the profile appears eligible for at least one Express Entry program and assigns a CRS score. The profile can expire or become ineligible, and the candidate must keep it accurate while waiting in the pool.
Stage 2: the invitation
An invitation identifies the program and invitation round. IRCC currently gives invited candidates 60 days to submit the permanent residence application. Before accepting the invitation, re-calculate the score and confirm that every factor used at the invitation date remains true and can be documented. A changed job, expired language test or lost nomination can affect the decision.
Stage 3: the electronic PR application
The application requires forms, fees and the personalized document checklist. Information should be consistent with the profile, previous immigration files and the supporting evidence. Gaps or differences need a truthful explanation; changing an answer only to preserve points can create serious credibility or misrepresentation concerns.
Stage 4: after submission
A submitted file can receive an acknowledgement of receipt, completeness review, requests for documents, biometrics or medical instructions, and eligibility and admissibility assessment. Report material changes such as marriage, divorce, a birth, a new address or changes to employment through the correct IRCC channel. An AOR is not an approval or a guarantee of processing outcome.

Frequently asked questions
Does an Express Entry profile count as applying for permanent residence?
No. IRCC distinguishes a profile from a submitted electronic permanent residence application.
How long is an invitation to apply valid?
IRCC currently states that an Express Entry invitation is valid for 60 days. Confirm the deadline shown in the account.
Should a candidate apply if the recalculated CRS is below the round cut-off?
IRCC says the candidate should decline if a change lowers the score below the invitation-round cut-off; applying anyway may lead to refusal and loss of fees.
