A complete PR application is the key milestone
For an Express Entry BOWP, the principal applicant generally must have submitted a complete permanent residence application, passed the completeness check and received an acknowledgement of receipt. Entering the pool or receiving an invitation is not the same as applying for permanent residence.
Status and location still matter
The applicant must be in Canada and intend to live outside Quebec for the Express Entry route. They generally need a valid work permit and temporary status, maintained worker status, or eligibility to restore status and obtain a work permit. A spouse or dependant follows separate eligibility rules.
Program-specific conditions can differ
